Does base layout matter in State of Survival?

No. Building placement is cosmetic and affects nothing mechanical.

Is there a best base design?

No. Arrange your settlement however you like the look of.

No. Defence comes from garrison troops, garrison heroes, hospital capacity, warehouse level, and shields.

Appearance. It exists so your base looks good and so cosmetics are visible.

Upgrade your warehouse. It shields a portion of your resources; anything above the cap is raidable.

Balanced garrison, adequate hospital capacity, and shields when you're offline.

As cosmetics, if you like them. They confer no mechanical advantage.
