Use the acquisition information on the hero's own screen as the starting point. A hero visible in another state's video may not be available through your current event. Also inspect the unlock requirement directly; do not assume every hero needs the same number of fragments.

Check Whether the Hero Uses Completion

Limitless heroes have progression requirements beyond the classic fragment-and-manual path. Their screens can ask for Completion Capsules, Completion Potions and chips for different upgrades. These items are not interchangeable with each other or with Combat Manuals.

If a button says an item is missing, open that exact item's acquisition information. Match the full name and icon with the reward preview before spending. A capsule offered by Ray's Place is not automatically the chip requested by another upgrade. Count the materials for the target Completion or skill upgrade as part of the hero budget; collecting enough fragments to locate the hero does not finish that system.

For a named target, check Maddie's available fragment routes, Lucky's VIP-related development costs or Becca's special fragment restrictions. These exceptions are why a general recruitment budget cannot treat every Legendary as an identical exchange.

Pick one specific replacement for a role you use. Compare its attainable rank and skills with the hero already doing that job. Then set a maximum Biocaps budget that leaves room for your other priorities.

When events overlap, verify the action that scores points. Buying vouchers, redeeming them, using fragments and spinning a wheel are different actions. Accept an appropriate Alliance Throwdown task before the qualifying spend, and check the current Survival of the Fittest stage. Do not buy unwanted items merely because two counters can increase together.
