No. Resources and progress are stored server-side, so a modified client can only change what your own device displays.

Can you get unlimited biocaps in State of Survival?

No. Every tool claiming otherwise is either a survey-fraud funnel or a malware installer.

Will I get banned for using an emulator?

No. Emulator play is normal and widely used. Modified clients and unattended automation are what draw bans.

Is buying a State of Survival account safe?

No, on two counts. It breaches the terms of service, and the original owner can usually recover the account through support afterwards, using the purchase receipts you don't have.
