Almost certainly because VIP time is not active. VIP points set your level permanently; VIP time is a consumable that must be running for the bonuses to apply.

VIP 8, with VIP time active. Research alone caps at five marches; VIP 8 is what takes you to the maximum of six.

What VIP level should a free-to-play player aim for?

VIP 8. It is reachable without spending and it is around where the march slot lands, which is the most valuable reward on the track.

When should I activate VIP time?

During scoring events — SvS preparation, Survival of the Fittest, construction and research phases. The bonuses are the same whenever you use them, so use them where they also earn event points.

Does VIP give a daily reward?

Yes, a free daily crate while VIP is active. Small, free, and worth claiming every day.

Is VIP better value than buying biocaps?

Different things. VIP produces permanent account-wide bonuses, biocaps buy specific items. The permanent second builder pack is still the best first purchase either way.

Yes. VIP 3 adds 200K of storage protection on top of what your Warehouse already shields.
