Every level from 5 to 30 needs Hero Precinct at one level below your target, plus one troop building at one level below your target. The troop building rotates Garage, Range, Barracks in that order.

Which HQ levels are actually worth rushing?

Why is my HQ upgrade cheaper than these numbers?

These are base costs. Development research, Chief talents and building bonuses reduce what you actually pay, so your in-game panel will typically show less.
